Protecting and Growing European Club Football

Brussels is the city where many of Europe’s football rules are decided. The decisions made their shape the future of the European game. From transfer rules to tackling piracy, EFC works with the European Union (EU) to make sure clubs have a strong voice when new laws and policies are created. Our goal is simple: protect the integrity of the game, drive its growth and keep clubs at the heart of football.

Working With Europe’s Decision-Makers  EU policies affect every part of the sport — from how players move between clubs to how competitions are broadcast. Since the Lisbon Treaty gave the EU formal powers in sport in 2010, its influence has grown. That’s why EFC engages directly with the European Commission, the European Parliament and national governments to make sure football’s needs are understood and respected. We represent clubs by: 

  • Meeting EU Sports Commissioners and Sports Ministers across Europe 

  • Working with European Commission officials and Members of the European Parliament 

  • Contributing to EU-funded research on transfers, agents and governance 

  • Speaking at major EU conferences and high-level meetings 

Key Priorities for Football Fair Working Conditions Through the EU’s Social Dialogue for Professional Football, EFC secured minimum standards for player contracts and working conditions. This ensures balance between clubs and players and helps build a sustainable future for the game. 

Respecting Football’s Uniqueness  Football is unlike any other sector. We work to make sure EU laws reflect this reality, balancing the sporting, social and economic role of the game.  Strong Governance with Football Taking the Lead  Clubs must have a voice in the key decisions that affect them. We promote transparency and accountability but defend football’s right to govern itself, with proper involvement from recognised organisations.  Free Movement of Players  EFC supports the EU’s stance on free movement and opposes nationality-based quotas. Any restrictions must have a clear sporting purpose, such as developing young players, and must be carefully tested before being applied.  Transfer System 

Transfers help share resources across the football pyramid. EFC backs the system and works to adapt it to modern challenges while keeping its benefits for clubs of all sizes. 

Protecting The Game’s Integrity 

Match-fixing has no place in football. EFC calls for EU rules that give clubs, leagues and federations control over their match rights. This helps ensure betting partners commit to integrity and keeps the game safe. 

Fighting Online Piracy 

Illegal streaming damages football’s future. Working with the EU, we push for stronger laws and faster enforcement to protect revenues that support clubs at every level. 

Football’s Impact Beyond the Pitch 

Clubs do more than win matches. They inspire communities, improve health and education, and bring people together. Since 2015, EFC has partnered with the EU’s European Week of Sport to encourage people of all ages to be active on and off the pitch.
